Anyone ever heard of this movie?

I think this might have been a made for tv movie. It was about a girl who was murdered by her best friend. Her mother doesn't know this until the end after the best friend has acted like she's part of the family and stuff. I thought it was called scissors or shears bc part of it has to do with the fact that when they killed her (I think hit her over the head with something and drowned her in a creek) they cut some of her hair off. Oh and there is a part where the best friend's little girl is at the creek and says "Janie's in the water" or something like that... wow now Im rambling lol anyway does anyone know what this movie is?
