Residential landlord problems?

i have lived in my mobile home for 4 months without water then when he fixed some of it he charged me 500 dollars.most still doesn;t work.i was late last month and he took me to court for eviction but they gave me till the 20th to come up 200 dollars after giving him 600 on the 17th. now he's raised my rent to 490 from 410.everone else in the park pays 395.i;m disabled and he keeps taking advatage of my dissabilities. where can i go for help? thank you,Deppressed in Ypsi
