I am looking for residential housing for a disabled friend and don't know where to start.?

A friend has had a stroke and can no longer work. Has no money and is not getting much from the state. His family can help pay about $800 or so a month but can't seem to find low income rooms for rent anywhere. Since he can't get around great it makes it hard for him to search. Any ideas of where to start I can't find much on line. any suggestions of where to start would be great.
