How can I persuadee my mom to let me use Veet?

I'm 13 and she's already said no. But i have hair EVERYWHERE... on my stomach, on my back. on my chest, and on my arms.( I know I'm hairy but I shave my legs and armpits) But you just cant shave all of that hair off your body. She told me not to shave my arms because it makes it grow back thick. Not only that shaving makes my legs bleed sometimes, I also think it dries out my skin...which isn't good since I naturally have super dry skin. Swimsuit season is here and I don't wanna shave my back and stomach just to be hairless for a few days and look like a bear in a week.I'm a girl. Is 13 too soon? Plus, what are some things I can say to persuade her???
